IDEAL-EU - Integrating the Drivers of e-Participation at Regional Level in Europe
In this project, we aim to design an innovative workflow and implement it through selected ICT components forming the IDEAL-EU technical platform, that is integrating legislation, skills, Internet resources, social networking, stakeholders consultation and informed deliberation, i.e. what we think are all the main drivers of e-Participation.
The main components of the technical platform supporting the workflow are the following:
- A policy design and implementation module, aimed at the proper identification of the legislative issues and of the practical implications of a participatory approach to public decision making;
- A social networking platform, aimed at distributing and disseminating updated information and knowledge to interested citizens and stakeholders and encouraging a virtual debate, on the chosen issue, among a huge number of people in the EU Member States participating in the project;
- A “virtual Town Meeting” (vTM) platform, aimed at creating opportunities for informed discussion and deliberation on concrete and relevant legislative or policy making topics, to become input for further decisions by the elected representatives;
- An orchestration and self-evaluation module, aimed at supervising, monitoring and evaluating the smooth and effective performance of the workflow activities, both under a technical (i.e. ICT) and a non technical (i.e. non-ICT) perspective.
The project's main objectives are the following:
- Customisation and Implementation of a Social Networking Platform for citizens interaction and issue-oriented discussion.
- Configuration and Replication of a virtual Town Meeting technology for controlled discussion and deliberation of remotely based users.
- Top-down distribution and dissemination of structured information on Climate Change to promote citizens awareness, empowerment and engagement.
- Bottom-up generation of policy and legislative proposals, contributions and comments to the European Parliament in the topic of Climate Change
- Pilot deployment of the innovative, ICT-supported IDEAL-EU workflow End of Project
- Mapping of e-Participation sustainability aspects across communities, societies and political systems
- Constitution of a non-profit Foundation for e-Participation impact analysis Post-Project.
